When you buy a large package of something (say, a crate of water bottles) and the individual units say “not labeled for retail sale”, is this a legally enforceable requirement, or just the desire of the manufacturer?

    Legally enforcable. There are certain labeling requirements for individually sold items that most packaged items don’t have. They can’t be legally sold without the proper labeling, and Weights and Measures can come in and fine the store violating that.

    i just read something against multi-racial ethnics, I am not sure who manufactures them too….So do not ask me ask him……
